I am not sure whether you are working on a paved road or gravel. This link is for a gravel road design and maintenance manual sponsored by the USDOT.

Section one has the part you are looking for. I am not a highway engineer, so not sure if there would be any differences for other types of roads.

since most roads are owned and maintained by the government (town, city, county, state etc.) then they generally have established criteria for the design. You will have to use that criteria in your design. AASHTO is commonly referenced in US, however other countries have other codes.
