Inventor 2018 Creating Templates

I am working at creating templates. One thing I would like to add is the parts list to the actual template. Thus ensuring it is always in the correct location. However Inventor's tendency to associate the parts list to a specific view, which is allowed due to the flexibility of inventor's ability for multiple part files to have views on a single drawing.

The logic follows that it should be possible to place views or parts list in such a way that they will pull information from the first part loaded, which in our company is sufficient since we use a one model one drawing policy. However I cannot seem to get it to work and my google searches have not born fruit.

Does anyone know how to make this work?

Is that the only reason you are doing this? I find that the parts lists will dock nicely to the top of the title blocks and sheet border, when they are correctly defined.
Are you placing your parts lists in some other location? It may be possible to add a node to the title block to encourage the parts list to "snap" in place.
Our parts lists have styles defined in the Styles Editor, allowing us to add some special columns, etc. automatically after it is inserted.
