IQI selection

i have to u a Wire type IQI per ASTM. So selection of essential wire will be on what basis?
Is it on base metal thickness or base metal thickness and allowable reinforcement?

ASME V Art 2 T-276.2(a) Welds with reinforcement. The thickness on which the IQI is based is the nominal single-wall thickness plus the estimated weld reinforcement not to exceed the maximum allowed by the referencing Code Section.

Both root and cap reinforcecment should be taken into consideration.
