Is it a Splice or not?

Hi guys, I have the following problem, there's this slab, where the bottom bars are being placed with a length equal to the span of the panel, hence the bars end without bend at the support, in this case a beam. Adjacent panels have the rebar terminating in the same beam and designer wants me to assure minimum tension splice length of 12in, something I see unnecessary because there's no tension at that point, there's no stress transfer between bars, etc but I don't seem to find anything to back up my statement other than there's no need to use tension lap splice in that zone. Would you help me out?

In eurocode this would be 10 bar diameters as this is the minimum, either splice for that length or embed in a beam for that length.
It seems he went with 20 diameters, it does not seem extreme to me.
That said it depends if you need to consider other things, e.g. if this splice is important for a diaphragm action in seismic then I would use a full splice.
