Is Part Welded or Not???

I have a supplier making a stamped bracket for me. The part is suppose to be stamped out of a diameter 8mm rod into a flat section. This formed part should have a smooth trasition where the material was formed. However it is fairly beat up in the formed area and now we are suspecting that the supplier welded a flat piece of steel on to the rod and grinded it smooth.

What can I do to determine if this is welded or not?

Please Help!!!

If you have cutoff equipment and some chemicals, make a transverse section through the offending joint. Sand the cross section to at least 220 grit. If you have any strong acids available, mix up a 50% solution of nitric or hydrochloric acid. Then dip the sample in the etchant for a few seconds. If there is a weld it will immediately show up.
 
Note: all of the things that dbooker mentions are available at your local ACO.
 
Basically, he charged tooling cost to you and is doing a rigged job. I'd call him on it and tell him to make good.
