Is product analysis required when ladle analysis is provided on MTR? (forged and buttweld fitgs) 1

I have a customer who is rejecting our MTR's because he states the values on the MTR should be from a product analysis and not from a ladle analysis? I have read ASTM A751 and it states if the heat analysis is lost or inadequate the product analysis is accepted, but it does not state that the product analysis has to be made regardless of the ladle analysis.
Please help me!!

Unless his PO stated that he needed a product analyisis, then a heat (melt or ladle) analysis is acceptable per the spec.
