Is there a fill rate limitation for DOT cylinders?

Hello, is there a reccomended or maximum limit for the flow rate when filling or venting TC / DOT cylinders with air? I am preparing maintenance procedures that will require filling and venting 43L cylinders. I have made inquiries with DOT and TC but have not got a reply. My compressor is limited to filling one bottle every 26 minutes. I am not sure how fast venting can occur. We have a couple of shutoff valves and a muffler on the exhaust line.

There used to be no limits to fill or vent time, but that was a long time ago. I'm not sure about the cylinder filling regulations today. You can check those for yourself. They are CFR Title 49 Part 300 PP 173 to which you will find here,

Hi, thanks for the response. I have been reading the Code of Federal Regulation 49-Transportation. While I can find restrictions for the flow of liquified compressed gases I don't find any restrictions for air.
