I have a question on how to understanding ISO 15164 table 5 note a: when impact requirements are specified the upper limit of qualification is 12mm unless impact testing has been performed.

All of our products needs to pass the impact test. Structure steel involved here.

if a test pieces is 10mm thick on the WPQR, it will qualify the WPS with thickness of 3-12mm.
If I need to qualify a WPS with the range of 3-20mm, I have to do a impact testing on the testing sample of 20mm.
is this the correct understanding?

Or, another understanding can be to do a test on the 10mm plate. but if so, the "note a" is unnecessary.

how shall i understand it? Someone help me please!

It has to be taken in the context of footnote d to Table 1. If the welding procedure test has been impact tested and meets the criteria, the 2t range may be claimed. Essentially, if the parent material specification requires impact testing, and the welding procedure test is not impact tested, then the maximum thickness will be limited to 12 mm. I'm with you though, it is terribly written.
