Hello,
ISO 15614 8.3.4
a) butt welds qualify full and partial penetration butt welds and fillet welds, while fillet weld tests are required where T-joints are performed by fillet welds or partial penetration butt welds in the pre-dominant form of welded connections in relation to the design and production welding;
b) full penetration butt welds qualify full and partial penetration butt welds and fillet welds in any type of joints;

These two articles are both regulations on butt welds qualify butt welds and fillet welds. From the literal meaning, the difference between the two articles cannot be seen.

What are the specific meaning and difference between these two provisions? Thank you.

Both articles are about butt welds qualify fillet welds
 
This basically means that you need to qualify fillet joints by fillet joint test ONLY when Fillet welds are dominant in production. Most of the times it is not necessary.
 
Until you take the range of Heat input into account, and then you'll see some/many BW PQR's can't be used for fillet welds.
