ISO 5211: what is a spigot

I was studying ISO 5211 for part-turn or quarter-turn actuators. Can someone please explain to me what a spigot is? In regards to the intermediate flange between the actuator and the valve.

It is the round projection from the face that is inside the bolt circle. It fits into a mating recess on the opposite mounting face for alignment.

So what is the purpose of it though? It almost seems like it's a pipe in between two flanges, or perhaps some kind of shaft cover.
