I think you have a misconception of ANSI standards. ANSI doesn't "approve" or "accept" drawings. ANSI/ASME is a standards organization. YOur client will determine what is acceptable for design documents.
If you're referring to instrumentation symbols, it's ISA (Instrument Society of America). Again, this is a standards organization only - they do not care how you use the symbols or in what context.
I have been adding balloons to iso views for years in different fields of engineering and never had a problem with it. I don't know of a spec that says yes or no to doing it.
Many exploded assembly drawingsa re isometric, and I have always seen them with balloons. I think I've ever seen anything that states you can't do this.
