It takes more than just reflecting the Sun to keep a building cool...

As I said, while this is an interesting idea, it takes more than just reflecting the rays of the Sun in order to keep a building cool. Also, it doesn't do much to keep the humidity under control. And as far as the roof is concerned, covering it in solar panels will also keep the heat out and you have the advantage of producing power at the same time:

Scientists created the world's whitest paint. It could eliminate the need for air conditioning.

Hence, "while also emitting infrared heat," which means that the reflectivity beyond about 3 um wavelengths is close to zero. But, that means that while it rejects most solar radiation, it can't reject terrestrial radiation, nor convection
