Kindly advise on Pre-Action System

Dear Experts,

The diagram below depicts the proposed single interlock pre-action (+dry pendent, as directed by project consultant) for a cold storage area.
The detection portion is handled by the VESDA system. (The pre-action system does not have a control panel)

You'll need a panel listed for releasing to serve the preaction valve.
 
Instead of dedicated control panel / releasing panel for pre action, solenoid activation via fire alarm system control panel along with a normally open relay module proposed.

If you are in a jurisdiction using NFPA standards, the control unit for the preaction valve must be listed for releasing service. See NFPA 72 §22.11
