Does lamination scan require prior to cathodic(cad) welding on pipe? Please let me know why?

I presume you mean Cadweld, typically used to bond copper wires associated with cathodic protection to a pipeline. No. Cadwelds do not penetrate more than 0.005-0.010 inches into the pipe. Neither Cadweld nor lamination would therefore be expected to affect the other.

you must get smarter than the software you're using.

No, BigInch totally correct, however there are some genral rules on limiting charge size, and keep these things away from welds. Why not take a wall thickness where you put it on to make sure there is no metal loss, or even do a scan to make sure it doesn't interact with anything else? A lamination may affect the fusion of the weld if large enough more than anything else...
