Large opening in bolted flat cover

Hello Everyone.
I want to know about how to do calculation for Large opening (opening exceeds one-half of head diameter) on flat cover (Blind flange as Fig UG-34 (j)), as app-14 is only for integral flat head and UG-39(c) doesn't say about it.
Should i go as per UG-34 for thickness requirement(Against UG-39(c)(1)) for flat head and than UG-37 for reinforcement.

What pressure, what service temperature?
What Code are you working towards?
What fluid(s) and what diameter of the flat plate?
What is the specific shape and dimensions of the opening?
How do you propose "closing" the opening? More bolts holding another "flat plate?? Screw threads? Welded? Seal welded? "Open" as if a pipe opening coming out the hole?

For example, a 120 unit diameter flat plate at 14.7 psig (one bar) holding 60 deg C oil will behave completely differently from a 20 unit diameter flat plate 3 units thick holding 20 bar at 400 degrees. Yes, they are both "flat plates" with a hole in them - but that is the only similar thing.
 
c8829, one approach is to treat the head as a loose ring flange under Apx 2, ignoring any reinforcing contribution from the attached nozzle, if any.

This is definitely a loose flange per App.2. You conservatively take the G of the flat closure as the B of the ring flange; in this way you lose part of the strength of the actual flange, but otherwise you'll need to justify any different choice, as you'll be beyond code rules.
