Lateral Deflection

I see and hear so many differences of opinions regarding lateral / horizontal deflection of exterior walls.

Is it reasonable to consider the same deflection criteria as that of vertical deflection?

The following is what I have considered:

VERTICAL
L/180 = Prefab Metal Building Roof
L/240 = Wood Truss Roof
L/240 = Interior horizontal load on vertical element *
L/360 = Vertical live floor load on horizontal element
L/480 = Vertical live floor load on horizontal element with long span and/or brittle floor finish
L/480 = Stair live load where desired
L/600 = Steel supporting masonry

HORIZONTAL
L/600 = Lat. wind on vertical element w/glass or brick
L/360 = Lat. wind on vertical element w/brittle finish
L/240 = Lat. wind on vertical element w/semi- brittle finish
L/120 = Lat. wind on vertical element w/flexible finish
