Legs welded to bottom head

Hello Guys,
Can somebody explain me one issue
namely, do I need to always applied the reinforcing plate
when I weld the legs to the bottom head (acc. sketch attachment)

mw87, if the head will take the load applied by the leg, and / or the head and legs are not dissimilar materials, you may be able to omit the pad.
