I typically work through the embedded pole section of chapter 18 of the IBC. That should give you a reasonable solution for the required embedded depth of the light pole.

Btw,If the wind load is not specified, which code can I refer to solve it?

There are different ways to look at it - ASCE 7-16, AASHTO sign structures and NAAM FP 1001-07. Whichever way you look at it, it's recommended to be conservative with your gust effect factor.

Wind loads will be based on your location. You're in the UAE, correct? This may help: Link

Thanks for the inputs.
My company had given me pdf calculation from Prokon Software. It's my only reference in studying how to analyze & design the foundation of light pole that's why I'm having a hard time.Kindly check the attached sample for reference.

I'd say you have two choices:
[ul]
[li]See if there's any standard light poles in the county, city or state standards. Find one that matches and use that.[/li]
[li]Go to IBC section 1805.7 (that's the 2003 IBC, maybe it's moved) and using guesswork, calculators and magic figure it out. This method has been used for about 80 years.[/li]
