I am familiar with the NAAMM flag pole design manual, but does anyone know of a design manual (structural) for lighting poles other than AASHTO?

PCI has a committee on lighting poles. I know that they have published some design guidelines in the past. You can contact them or go to their web site for this.

Many other DOT's (besides FL) have design guidance for utility poles, high mast poles and poles for luminaries, traffic signals, etc.

Check the DOT website for your project jurisdiction. Don't forget the foundation design.

AASHTO publishes the Standarad Specifications for Structural supports for Highway Signs and Luminaires.

Oops, I mis-read the OP.

What are you looking for in the different reference that is not in the AASHTO spec?
