Lightning Protection-Ball Field

I'm working on the design of a service for lights at a ball field. The poles are concrete and will be 70ft above ground level. The pole has a bare Cu. wire encased in the concrete and bonded to the lights supports. My questions are:
1. Should I terminate the bare Cu. wire at the bottom of the pole to a 10' ground rod and that's all the lightning portection or,
2. Should I run a ground loop back to the service.
3. Should I bond the fence/metal structures when close to the pole, to avoid any flashover?

Any comments will be appreciated.

There should be an equipment grounding conductor (EGC) run with the branch circuit to get fault current back to the service. The ground rod is a good idea for lightning, but cannot take the place of an EGC.

NFPA 780 has methods to determine if bonding is required to avoid flashover. It depends on the height of the metal structure and the distance from the down conductor.
