Looking for Form Factor for Bending (Lug Calc)

I have a "special" lug with out-of-plane loading on it. Generally, all the typical lug analysis resources analyze for loads that are in plane to the lug. I stumbled upon this reference, which includes a method for considering the out-of-plane loading:

On page 96, there is reference to a "form factor for bending" which is not elaborated upon anywhere. Does anyone have any ideas where I would go to identify this factor? My first thought is that he means a factor for plastic bending (1.5 for rectangular sections), but I found it suspicious that 1.5 wasn't already clarified in the text since all lugs would likely be rectangular.

how about the plastic bending form factor (1.4 for a rectangle, I think)
