Louisiana: Industrial Building: Is energy code applicable

Hello friends

I am working on the design of HVAC system for electrical buildings for a industrial project located in Louisiana. Does the HVAC design required to be in compliance with energy code (ASHRAE Standard 90.1-2007 and is it required to use COMcheck tool?

Per attached snap snapshot from energycodes.gov it appears that the code is applicable to commercial and residential buildings
