low budget mold for prototype

I made some plastic mold before and they are very expensive. Now, I want to make a tyre and need to test the rubber material (not sure if I can be success) that's why I seeking if there is any low budget mold for my purpose. Let's say I will need a mold for testing material for molding 300 times. Is there a mold for low usage low budget like this? Or is there any other method I should use for doing a rubber part prototype.

An aluminum mold would easily do 300 parts... depending upon geometry, you may be able to get 300 out of even a silicone mold.

Silicone mold is very soft. it is able to use in regular molding machine?

Silicone molds are normally used for gravity casting of objects from liquid precursors.
Not durable enough for use in machinery, generally.

But, your problem statement perplexes me.
Are you looking to make material test samples of simple geometry from putative rubber formulations,
or are you looking to make tires in a temporary mold?
