Lower temperature of scrubber

I want to lower the scrubber water temperature in a venturi and packed tower from 40C to 25C. What low-operating-cost solutions are there?

What type of water flow rate are you talking about?

A small cooling tower would be one option. Refrigeration is a possibility but could be expensive if your flow rate is high.

If you post some more details I think you might get better suggestions.
 
Thanks for the reply TD2K. The water flow rate for both sides (venturi and tower) are about 15gpm (although they change it b/w 10-20gpm all the time). This is an estimate, but 30-35000cfm of air enters the scrubber at 60-80 deg Celsius. I was hoping to do something to the venturi side (adding a cooler is the best idea I can come up with so far) and if it's working ok, then add a similar setup to the packed tower. I am trying to find the most energy efficient system. Please let me know if you have any suggestions. Thanks again.
