Lumber specifications on drawing

I have a drawing of a 10000 pound capacity skid that I am trying to get built. But the drawing specifies that the wood deck on top meets the following requirements. Lumber specification: kiln dried; oak, hickory, or other approved grp.IV hardwood species. Quality, as delivered, shall be equivalent to grade no. 1 common per national hardwood lumber assoc. rules subject to the following limitations.

A) Minimum width and thickness as specified
B) Knots must be tight, sound, and 3/4" dia. max.
C) All material to be full cross section for full length.

How do if determine if the wood I get meets these requirements? Can anyone translate these specs?
