LV , high current cables connectors

Dear all,
investigating electricals circuits in 3 Haitians hospitals , i keep finding odd and stranges things.
the lastest is a connection between padmount transformer and ATS switch cabinet.
three phases , 220 v , 300 KW circuits are connected with the system show below :

i am not an expert of NEC code (ah those French guys!)but it seems that this kind of connections should be insulated with resin and not with tape. and that the hole should be closed with non-fire material.
can I have your expert advices on that "hot" subject ?

Is this picture really of ATS for a hospital? I can't believe it.
Don't worry about the tape, that is not the problem, the problem is is the way the cables wiring is.
All cables must in conduit.
One set of conduits from the transformer, another set of conduits from the generator, and another set for the load.
All conduits must be rigid conduits, unless pvc conduits are covered with at least 2" (about 51mm). its entire length.
All sets of cables must separated from each other except inside the transfer switch enclosure only.
Yes, if that is a firewall. The hole must be repaired to the firewall rating level with concrete or other approved material.
At seems like you have a real mess down in Haiti.

ps: Read NFPA NEC-2014 Articles 517 Health Care Facilities and 700 Emergency Systems. Also NFPA 110-2015 Standards for Emergency and Standby Power Systems.

Thanks Dave, as you said , it's a mess.
you could think this job was done by haitians who didn't have the chance to get a proper education and did their best to make it work. unfortunately this mess was done by a US company , who claim to have 20 years of experience in the field....
nevertheless , we are going to correct this. and also the main transformers. and the generators. without forgetting the ATS systems.
then we can start to check the buildings and others utilities.
