Machine Welding Acceptable? 1

I'm looking in the ASME code, Section VIII or IX if in somewhere it is mentioned that the application of welding should not be machined.

Weld metal that meets Code requirements is allowed to be machined with the same rules as the basemetal. Problem is that the weld tends to be harder & tougher than the basemetal, so Good Engineering Practice is to avoid machining welds. Makes the machinist cry.

If the question is in fact about actually machining a weld, as Metengr commented, there is no such restriction, and is very much common practice to machine weld build-ups, particularly on end preps when dealing with eccentric pipe.
