Mandatory Appendix 14 - head with a large central opening

Hi all,
I have a question about mandatory appendix 14 for flat head design with a large central opening. The head we are designing is also going to have a long. seam. We are unable to perform full UT/RT to achieve joint efficiency of 1 for this long. seam. My question is: does weld joint efficiency need to be considered for long. seam in A-14? If so, what’s the best way to incorporate it in calculations?

Since the allowable stress is that of Ap 2-8, I understand that the criteria for how materials can be used and welded must be those of Ap 2-2. E-efficiency is not used in 2-8.
