manifold piping underground storage tanks

I am presently trying to find information regarding the design of a manifold system for underground storage tanks. Specifically the need to maintain constant vacuum to keep a manifold bar primed. This is usually accomplished by the suction from the pumping unit, however in this case due to poor design(improper equipment)it is being suggested that the bar be 'closed' and the tank(s) be pressurized to charge the line and hope the liquid levels never fall below the product lines in the tanks. This would obviously cause the need to repeat the process when needed. This , in my opinion, is an unacceptable poor design and is being rejected at the moment. Question: Does anyone know of technical or other recommended practices for this method. Try using a vacuum priming unit. You can attach a vacuum pump onto the casing of the pump which will prime the liquid before the pump is started. The priming time depends on the capacity of the vacuum pump. I am not sure if your application is for lethal, toxic or explosive service and do not have details of the pumps and tanks. Contact vacuum pump manufacturers for more information. Also ensure adequate NPSH is available for the pumps
