Manual Shearwave UT Acceptable?

We have a Client that we are building a non-stamped vessel (under 15psig and non-lethal and 1/2"-5/8" thk) to ASME Section VIII Div 1.

Client has stated all welds in material ½ in. (13 mm) and greater in thickness may be examined using the ultrasonic (UT) method given the requirements of 7.5.5 of Section VIII, Div. 2.

Per these reqs, my question is, "Is manual shearwave UT method acceptable?"

Per VIII Div 1 would shearwave be acceptable?

 
Other than the allowance in UW11(a)7 to UT closure welds for which interpretable radiographs cannot be made, ( not having RT equipment available does not meet this requirement), I'm not aware of any means for substituting UT in lieu of RT for equipment built and stamped in accordance with the rules in ASME Sec VIII, except per the rules in CC2235-9.
Although the code case is quite involved, in certain situations it offers clear advantages.
