Manufacturing data on drawings 1

I am looking for a source that provides practices for specifying manufacturing data on drawing.
There seems to be debate whether the data belongs on the Eng drawing and subject to the change process versus controlling the mfg data by some other method.
Examples of data are such things as "before grind" , "before heat treat" , "bar stock sizes" , "buff allowances" , etc.

Any opinions and thoughts would be appreciated.

Ususally manufacturing/machining processes don't go on dwgs unless it is specific and/or is required. Bar/sheet/plate/etc stock sizes would be called out as material specs

I find myself agreeing with Chris again. There are exceptions, but the general rule is that a drawing is to define the finished part, not how it got that way. It shouldn't tell a machinist to "ream" a hole, the hole should be toleranced accordingly. It shouldn't tell a machinist to "tap" a thread, only what thread is required. It should tell the machinist what you want, not how to get there.
