Manway access on an ASME IV

New here to the forum. I am doing an inspection on a water delivery system that is utilizing an ASME IV HLW tank for potable water service. This tank is part of an assembled system that includes piping, pumps, and electrical controls.

Are there requirements for access to the manway? It appears that the manway can be removed.

Appreciate the help.

I believe I have attached the image. I am nor allowed to show the whole system due to confidential processes in the background.

I am very confident the hatch can be removed. Just wondering if there are code requirements around this and access.

I have inspected a few pressure vessels by climbing through those. They are a little bit bigger than they look, but still a comfortable squeeze to get through. Whoever located the pipe to obstruct it is a bad man.

Thanks, Brad. Is there any specific code requirement I can call out that states this pipe should not be there? Or is this simply a best practice scenario? The pipe could be removed fairly quickly should an inspection be needed.
 
The Manway of the tank is designed by the Tank Code, and to be used for the specific purpose as specified, such as the access for the tank internal installation, inspection, etc. It can be allowed, with the Project and the Owner approval, if the outside piping is to be removable for accessing the Manway as needed.
 
This detail is a constant and permanent horror in the eyes of any person. It is a smear of engineering. This image could be a winner in an international exhibition of ridiculous art. Or it may be in the Guiness book.
You should not do anything even if it complies with the code.
