Master annotation menu disappeared

I don't use I-DEAS very often and when I opened it today the 'master annotation' menu window was gone. I'm not sure how to get it back so I'd appreciate any help.

Which Layout are you using? Are Iccons Blue or the color of your windows scheme? Anyways See attached Pic I hope this is the answer you are looking for
