Any ASTM number for the Alpha Brass. I have to use this material for M10 bolt. The bolt has to be tightened to 40 Newton Meter torque. Any other suggestions for material.
 
Was this chemistry by handheld XRF?
Was the surface well prepared?
Was it run in double precision mode?
There are at least 15 brass alloys within a few % of these numbers.
What product form? casting? Plate? Tube?
If it is plate then it is likely Muntz, ASTM B111.

seems to me Naval brass C464. ASTM B21.
Other grades with similar Zn content are C462, C268.
not sure what role it is for 0.1% Nb, prossibly to improve mechanical or corrosion resistance.
c464 is hard to form a single alpha solid solution alloy, but rather a two-phase alpha+beta. beta strengthens the alloy. Both C462 and C268 tend to be a single alpha phase
