HI,
I am searching for material properties for ASTM A401
especially modulus of torsion and ultimate tensile strength.
I have looked up matweb.com but have not found it.

The Shear Modulus that mirekp provided is the "modulus of torsion" that you want. In metric units the value converts to 77.2 GPa. The usual value stated in references like SAE HS 795 Design and Application of Helical and Spiral Springs or the Spring Manufacturers Institute Handbook of Spring Design is 11.5 x 106 psi or 79.3 GPa.

For ultimate tensile strength, the minimum and maximum values required by ASTM A 401 vary depending on the wire diameter. 260 ksi ( 179 MPa) is the minimum tensile strength required for wire sizes between 0.177-0.192 inches. If you post again with the wire diameter in question, I can give you the requirements for minimum and maximum tensile strength.

In my case it is a torsion bar (.148" x .148" ).
 
0.148 inches is not a standard size in ASTM A 401-- 0.135 and 0.162 are. The tensile strength requirements for 0.162 wire are 265 ksi min and 290 ksi max, with reduction of area min of 40%. The values for 0.135 wire are 270, 295, and 40. Values for intermediate wire diameters can be interpolated from Table 1, but you may not be able to easily obtain non-standard wire.
