Material Removal Prohibited Symbol

Hi all,

I am unfamiliar with this symbol (image below) being used for this drawing specifically. this is a round brass being machined down. Once machine, doesn't it remove material? doesn't the symbol represent you can do all sorts of processes, but without removing maerial? Can someone elaborate this symbol means?

I think that would ordinarily be used on a part that is being adapted for another use or is made by a process to an intermediate stage such as a die casting or forging - keeping that surface undamaged when the additional machining is done.

So, if this symbol is applied to a surface that is actually machined, the process and the drawing don't match. Ideally the process should follow the drawing, but if the process is agreed upon, surface texture symbols on the drawing should be adjusted accordingly.
