Is there a maximum bolt spacing?

Yup... The client wanted the material primed... just a simple CISC/CPMA primer... not slip critical... I often don't prime paint steel if it's not visible.

Be careful with inaccessible surfaces. I always specify surface protection for bolted joints or welded. I use Carboweld 11 for both situations. You can weld over Carboweld 11.
Also consider surface protection for anchor bolts, PIP STE05121 Anchor Bolt Design Guide (I have 2008 edit)

I am careful... but on some projects it's not necessary and just more VOCs in the atmosphere... nearly all anchor rods are HDG...

For one, you need to layout the bolts plate to be compatible with the yield lines from the AISC design guide equations. I am sure AISC can answer the question directly as well. thanks

You set the bolt locations for the yield lines, with the exception of dimension s, which AISC caliculates... the design is compatible with the AISC approach.
