maximum load on the tank roof

hi all..
i have access stair between tank which sit on the tank roof structure (see on the attachment)
The tank diameter is 38 meters, and self supported cone roof tank
tank height is 19.5 meters

Well you can walk on it but /I wouldn't hold a dance on it.

The access ladder should be connected to a frame or connections on the shell of the tank like any other access platform.
What are you looking for exactly - the question is rather vague.

Not sure what the dead load requirement is, but it will need to withstand rain and possibly snow weight plus its own weight.

Any major bit of equipment you need to do structural analysis of the roof structure.

Generally, a walkway like that would be supported at the tank shell, not on the roof structure.
It may be necessary to add stiffeners on the shell at the load points.
See the wording in API-650 about having sufficient flexibility at the connections so the tanks can settle or otherwise move without ill effects.
API-650 specifies a minimum live load. Otherwise, wind will be the major concern.

Dia 38 m and self supporting cone roof.. In this case , there must be a supporting structure for the roof ( probably trusses or , radial rafters and girders etc.)
You may shift the location of radial rafters or provide additional purlin the support the platform legs or provide bracket supports on the tank shell as JSTEPHEN stated.
