Maximum material conditions in geo tolerancing

When maximum material condition is specified in geometeric tolerancing, I understand that a hole near the upper limit of diameter will produce a "bonus" of additional tolerance for location.
Will a hole near the lower limit of diameter create an effect of a "penalty" and thereby produce less tolerance for location?

Maximum material condition, the way I've been used to applying GT for years, is the condition that a workpiece retains its maximum material, hence the name. Therefore, holes are to be left on the low side, actually giving you the most tolerance range within your location stack-up.
 
With MMC you will never have less than the stated true position call out. That tolerance zone is for the smallest hole or largest boss. Any hole larger or boss smaller will be the "bonus".
