MDMT of B16.11 plugs used in Section VIII-1 applications

What is the appropriate/accepted means of determining the permitted MDMT of a B16.11 plug used in a VIII-1 design?

I would suggest using a material in which the specification requires impact testing, such as SA-420...or SA-350.

@david339933, it strikes me as inefficient to specify impact tested materials for a B16.11 plug for use down to -20°F. However, I don't have a better solution.

Can you exempt per UG-20(f)? Could always end the vessel at the threaded connection, leaving the plug out.
