There's a new 'Measurement' tool which should cover that.

I don't see the create geometry par yet. I'll keep looking
 
There should be an option to create the 'Measurement' as a Feature.

After measuring you need to expand the results window to the right by clicking anywhere on the right end bar and you will see the buttons for creating non-associative geometry. By the way in case you haven't used it much, when using measure for things like extrude and offset distance you need select the Measure button in that same window which creates an associative Measure feature and also saves it as an expression; a very cool enhancement,

As John B mentioned the measure tool is new and it has broad measuring capabilities. There is a helpful Siemens post out there with a number of videos explaining various ways to use the new tool but I can't seem to find it in the NX Manufacturing group. Perhaps it's in the NX Design group.
