For years we have checked our pipe wall thickness at receiving when the pipe is for pressure vessels. Does anyone else do this? How many measurements per pipe or lot do you use? What code references mandate this practice?

As part of corrosion management plan, client could require such checks. I have been doing Ultrasonic Thickness Measurements for piping system; 4 measurements in every location (0, 90°, 180°and 270°), 2 locations per 12m length pipe.
I think that this practice is specified only on companies guidelines and project specs.
