Pretty simple question here. What is the max % fill on an expansion tank that isn't broken? Is that fill different for different types of ET's (bladder, steel, etc.)?

Depends on the fluids density at different temperatures.
Determine current volume, V1
temperature and density of fluid, ρ
Determine density of fluid at max temperature . ρ_Tmax

Vmax = V1 * ρ / ρ_Tmax

The max percent fill of an expansion tank should be kept to less than 100%.

Many will be max 50 to 60%.

It is usually stated on the data sheet or on the item itself.

Amount will vary by each particular application and what the pressure range (min/max) is that is acceptable.

It surprised the plumber at a recent house renovation of my sister (I was being called in as technical expert) to find that his 200 litre storage tank would only hold 100 litres at the max pressure of the system....
