Meeting Rd>=2 NBCC Requirement for Post-disaster Structure with Cantilevered Columns

Hoping there are engineers here with experience in the seismic requirements of both the Canada and US codes… Is it allowed to use Special Cantilevered Column System (SCCS) under ASCE 7 and AISC 341 to satisfy NBCC requirement for minimum Rd (4.1.8.10)? If anyone can point to a clause in NBCC that might potentially allow that, it would be appreciated. Thank you in advance.

Cantilevered columns are not ok for post disaster. You can see if the AHJ will accept SCCS through AISC 341 but there is no system in S16 for these to be used with R=2
