I need to give a megger test to a old lighting feeder cable, around 8 years old. It's a good idea? what IEEE said about it?

A megger (insulation resistance) test is probably the safest test for an MV cable if you're worried about damaging the cable, as long as the voltage used is below the cable voltage rating. A 10-min test comparing 1 min and 10 min values can give you an idea of the quality of insulation.
It is probably the only practical test available for LV cable; usually just a 1-min or even 30-sec test.
What voltage is this cable?
 
this old cable is a thhn #10, it's feeding a fluorecent lamp circuit.
