Metal built up detection

How to detect a material like fitting that has been built up by welding? Such as fitting reconditions that adding with filler metal weld then grinding to get smooth surface. Does some chemicals can detect them? Which chemicals? How to used/perform those? Or any method else?

You want to do this without destroying the part?
I would start with X-ray, look for internal defects.
You could also acid etch the part looking for surface changes.
Maybe even something like Mag-particle testing to try and reveal differences in material.

I would perform a visual inspection first, followed by surface prep and chemical etch of the suspect area(s).
 
If you are trying to determine the what the origional part was made of then I would suggest PMI.
But it is hard to determine if that is what you are asking. Are you asking how to derermine what the material is or are you trying to determine if a repair has been made?
 
My intend is to avoid vendor's cheaping. To give evident that material is brand new, not recondition/remanufacturing. For casting material, it's possible to detect those imperfections by visual only? Sometime the product finished of reconditions has "good" surface like new brand
 
For castings, weld repairs are common with no adverse effects provided a proper weld procedure was followed and because the base material is also cast.

For forgings or other wrought product forms, weld repairs should be scrutinized.
