Metal jacketed gasket overcompression

Hi all, I have some doubt about metal jacketed gasket, whether it will lose sealing if compressed until flush with the gasket groove. The gasket (SS+graphite) is installed not in piping but in recip compressor rod packing as the end gasket. The configuration is a groove surface sealing against a flat surface (without any nubbing), where the groove depth is 2mm and gasket original thickness is 3.5mm. If the gasket is compressed until flush with groove, will the sealing performance be impacted?

I am not familiar with recommended compression for metal jacketed gasket hence turning to the community here.

It looks suspicious that it's no way to verify the proper gasket sealing of the mating joint.
 
When properly compressed the gasket should be flush with the groove. This is not any different than an o-ring.
 
@TugboatRng, I understand the part for O-ring it is sort of elastic to recover its shape, so it is always sealing when there is metal to metal contact between the flat and the grooved surface.

For metal jacketed gasket, does it have the same resilience to always seal even when metal to metal contacts?

Update on additional information: the "design" compression is about 0.5mm, so the gasket will have 1mm protrusion above groove
 
The metal that the gasket is wound from has a profile that allows it to act as a spring. For high temperature applications it is very important to chose a metal reinforcement that is not subject to creep or being annealed at operating temperature so that it can maintain its resilience long term.
