I am a metallurgist by profession. I would like to expand my knowledge in QA/QC procedures in terms of metallurgy in power genration industies eg; petroleum refineries, gas manufacturing plants etc. Can anyone suggests where I can get information on this (books/journals etc?) Thanks.

Check out the Nickel Development Institute. They have a very good series of designer handbooks as well as general reference books on materials in petroleum refining. API also has some very good resource materials.

Can anyone suggests, where can I get relavent information on Plant shutdown inspection procedure. Specifically oil or gas plants. quick response would be greatly appreciated.

For North America, I recommend API 510 as you base document for pressure vessels and API 570 for pressure piping. The API also has some very good Recommended Practices for inspection; RP-572 Inspection of Pressure Vessels; RP-573 Inspection of Fired Boilers and Heaters, RP-574 Inspection Practices for Piping System Components; RP-576 Inspection of Pressure-Relieving Devices. Internationally, check out some of the British Standards.
