Metering vs. measurement 1

Hello experts,

We have a requirement in a client spwcification that 33KV GIS incomer has to have metering function. My question is : provided that the relay IED itself has measurement of voltage power etc..., Is there a need of separate metering panel?

If the client spec is saying just metering function, the metering function in IED should be good enough.
If the client spec is talking of separate Tariff metering panel, that is a different issue altogether.
Check if the spec is elaborating on metering function or metering panel elsewhere.
 
That's vague. If they are talking about the incomer, that assumes CT has to have metering accuracy. but if you are talking about relays then I agree with RRaghunath.

You need to confirm if they are talking about:
1) SCADA matering (IED function is enough)
2) Revenue metering (metering class/accuracy CT needed)
3) if yes to 2), confirm CT is revenue metering approved (region dependent).
