I need to create a new metric drawing format sheet. Everything I have tried, still comes up with dimensions coming in as English and not metric. Any help will be greatly appreciated.

You need to change the drawing units in the drawing setup file - in creo, go to File - Prepare - Drawing Properties and click on change detail properties. one of the properties in the list is drawing units - change to mm and this should solve your problem.

Dimensions come from the model but you can change the display to anything you want with the following detail options

dual_dimensioning
dual_dimension_brackets
dual_secondary_units

With proper settings you can get an inch part to display mm dimensions.

The Help for this program was created in Windows Help format, which depends on a feature that isn't included in this version of Windows.

Drawing_units needs to be set to metric.
If you can't edit the file, then your sys admin has it locked and he/she will have to make the change.
You can try to save a copy of the *.dtl file to your local start-in folder.
